The destruction caused by 1999 Super cyclone was fresh in memories of Odia People.Super  Cyclone  which had struck Orissa on 1999 claimed lot of lives of people.Thousands of people lost their lives and also created carnage which still remains very much fresh and new in minds of Orissa People.Orissa Government at 1999 faced lot of flak  because preventive actions were not taken during that time.Being  a costal state where one side covered by sea is always vulnerable to Natural disasters like cyclone and Flood.So it was challenge for the government to take up the challenge whenever it comes once again.Around 14 years after Nature  challenged our preparedness and Boy Odisha Government was prepared to it.So let us focus to some of the important points that Odisha Government did correct:-

1.IMD was in immense pressure because predictions went horribly wrong in  recent Uttarakhand floods.So it had to pull up the socks and get the act correct.Adding to this pressure many American weather forecast experts slammed IMD for downplaying wind speed.This time IMD was spot on in predicting the wind speed ,date, & time in which Phailin will struck.

2.Secondly the challenge was identifying the districts which are close to sea coast and are most vulnerable to Phailin.Odisha Government took the challenge head on and was able to evacuate around 9 lakhs people from low lying areas.This is regarding as  highest evacuation in Indian history.

3.Odisha being a under developed state it was challenge for Naveen’s government for evacuation and provide rehabilitation to the people.We should congratulate Naveen’s government which was able to convince people who were staying in low lying areas and relocate them in safe shelter homes.Not only that Odisha government also provided  food in shelter homes.

4.It is difficult to build shelter homes for around 9-10 lakhs people instantly that to around 2 days so government and ODMA decided to turn schools, community halls,town halls,cyclone relief center and other government buildings into shelter homes.This I regard it as a superb move .

5.It was always expected that since the government in Odisha is BJD and  in centre is Congress  so there would lack of co-ordination among the both.But this time it did not happen both centre and state governments where in constant touch and both PM and CM were monitoring and tracking cyclone.

6.Odisha government cancelled the holidays of government employees as it was required for employees to be in work in difficult times and serve for people.


It is ironic that we always  have a complain that government agencies do not work properly but when they work properly they create impact as very less people loss their life.Manpower,Willpower , meticulous planning  and optimization of resources has led to successful prevention of damage to human life in Odisha.Kudos to Odisha  government who did the basics right and saved the lifes and trust of people
